There are two methods for vectorizing an image with text.

Method 2This method converts text to editable vector text using OCR and converts all the remaining raster elements to vectors.
To convert part of the image select the area(s) you want to convert. If you convert the image in parts you can use different OCR settings and vectorization settings on different parts of the image.
Text in the selected area(s) is converted to editable vector text using OCR. The remaining raster elements in the selected area(s) are converted to lines, polylines, circles, arcs or Bezier curves.
Press Ctrl+F6 or select Run Menu > Undo OCR to undo the converted text. Press Ctrl+F7 or select Run Menu > Undo Vectorization to undo the converted vectors.
